The Health Star Rating system is a joint initiative by the Australian, state and territory governments and New Zealand Government. It was developed in collaboration with industry, public health and consumer groups. The Health Star Rating system has been used by food manufacturers on a voluntary basis since June 2014.
Food Ministers and Ministers for Food Regulation in Australia and New Zealand are responsible for all decisions about the Health Star Rating system. They are supported by the Food Regulation Standing Committee (FRSC) who provide policy advice on the Health Star Rating. Health Star Rating Advisory Committee (HSRAC)
The HSRAC is made up of representatives from public health, industry and government, and provides policy support to the Health Star Rating system. The HSRAC operates in accordance with the Terms of Reference endorsed by the Food Regulation Standing Committee. They are responsible for overseeing the day-to-day implementation of the system and for providing governance support.

Using the Health Star Rating for Benchmarking and International Purposes
The Health Star Rating (HSR) system was designed as a front-of-pack nutrition labelling system for Australia and New Zealand. We are aware that the HSR system has been adopted for use in various other ways both in Australia and New Zealand, and internationally. The Health Star Rating Advisory Committee has endorsed some principles which aim to provide guidance to organisations and companies who wish to use the HSR system outside of its intended purpose.
