Stakeholder Workshops

The Health Star Rating (HSR) Advisory Committee (HSRAC) oversees the voluntary implementation of the HSR system.

Many stakeholder workshops have been held since the introduction of the HSR system.

Form of the Food (‘As Prepared’) Stakeholder Workshops

The HSRAC is reappraising the form of the food (or ‘as prepared’) rules in The Guide for Industry to the HSR Calculator. The ‘as prepared’ provision in the Guide allows manufacturers of products intended to be prepared prior to consumption to calculate their HSR based on 100g/ml of the product ‘as prepared’ according to the instructions printed on the product label. As a consequence, the HSR of these products can be altered by the nutritional components of the added ingredients.

A first round of public workshops was held in 2017. Further details and outcomes are below.

The HSRAC is seeking additional stakeholder feedback before agreeing on a preferred option to recommend to Australian and New Zealand Food Regulation Ministers for implementation. A second round of ‘as prepared’ workshops will be held in April 2018:

2017

Form of the Food (‘As Prepared’) Stakeholder Workshops

The HSRAC is reappraising the form of the food (‘as prepared’) rules in The Guide for Industry to the HSR Calculator (the Guide).

The form of the food, or ‘as prepared’, provision in the Guide allows products that need to be prepared prior to consumption to calculate their HSR based on 100g/ml of the product ‘as prepared’ according to the instructions printed on the product label. As a consequence, the HSR of these products can be improved by the nutritional components of the added ingredients.

On 28 April 2017, the Australia and New Zealand Ministerial Forum on Food Regulation noted concerns from stakeholders in relation to the ‘as prepared’ rules and asked the HSRAC to address these concerns as a matter of priority.

The issue is complex, as the products affected are from a diverse range of food categories and all of these product categories will need to be considered so that any unintended consequences of potential options are identified. The HSRAC has agreed that consultation with stakeholders will be required before any changes are made to the HSR system.

The HSRAC commenced reappraisal of the ‘as prepared’ rules through a public submission process which opened on 19 May 2017 on the Department of Health’s Consultation Hub and closed on 30 June 2017. A total of 74 submissions were received. A summary of the submissions is below.

Three workshops were held in Sydney, New Zealand and Melbourne from late September to mid October 2017. The purpose of the workshops was to consider the pros and cons of potential options to address the ‘as prepared’ issue in the context of the objectives and principles of the HSR system. A discussion paper outlining the options that were raised through the public submission process was considered at the workshops.

SA Health and Dietitians Association of Australia (DAA) Workshop

In December 2016 a workshop for dietitians, nutrition professionals and student/graduate dietitians was held in Adelaide by SA Health in conjunction with the DAA. This workshop aimed to highlight the strengths of the HSR system and opportunities that the HSR system presents.

2014 and 2015

The HSRAC held several stakeholder workshops in 2014 and 2015. The purpose of these workshops was to disseminate information about the HSR system, provide an update on work under way and obtain feedback from stakeholders about their experiences or issues with the HSR system.
